PhD Research on Toronto's City Services Benefits Card
My name is Kelsi Barkway and I am a PhD Candidate at the University of Alberta. I am currently in Toronto conducting research for my dissertation.
I am researching the City Services Benefits Card, a card system that has been implemented in Toronto as a way to distribute Ontario Works benefits to people without bank accounts. For this project I hope to speak to people who are using or have used the card in the past, as well as government workers who played a role in implementing the card, and service providers who work with people accessing Ontario Works benefits. Interviewees will be paid $10.00 for their time.
I am interested in comparing the City Services Benefits Card, the first card of its kind in Canada, to how similar cards function in other countries. More broadly I am interested in thinking how different payment technologies impact people’s everyday lives.

I have attached my recruitment poster for participants who are using or have used the card. Additionally, if you have any advice on particular spaces where it might be possible for me to put up posters and spend time in the space and chat with folks about my project I would greatly appreciate it.
